Windows rebooting would be due to instability not anything else. PIV should have throttled and shutdown, dunno what happened there.
 
Pretty sure CPU-Z won't report a CPU throttling, you need to use Throttlewatch or similar to see it happening.

And on the subject of turning it off, it doesn't actually turn it off for thermal emergencies.
