Why isn't this working?

I just want it to shade it green if greater than 1, and yellow if greater than 4.

Firstly, no need to use a formula in your conditional formatting if that's all you want to achieve. Highlight relevant column, conditional formatting, highlight cells rules, greater than. Type in 1, select your colour or custom format if needed, click ok. Then do the exact same thing again but enter four instead.

Much easier and works.

From what I can see in your screenshot, you need to have =Q2>4 not just Q. The applies to bit will spread it to each cell.

Edit: =Q1>4 not Q2 because your applies to starts at 1 ($Q:$Q)
