The problem is people abuse it. Ive seen women with "handbags" bigger than their hold luggage bag before.
A small clutch bag/purse is obviously acceptable but where/how do you draw the line?
And which airline is it recently who announced that 2 bags would be allowed but once a certain number of cabin bags are booked in everybody else needs to put their bag in the hold? So if your are not a priority customer or first in the queue at the loading desk then your bag full of valuables and expensive equipment gets lobbed in the hold
Also with the last budget airline I flew with they had a random spot check at the gate with the size frame and also some scales and checked every bag which looked suspect. About half the people bags in the queue didnt fit or were overweight and had to go into the hold at extra cost. Lots of very unhappy people and arguments occurred. Some people were blatant though with those large gym equipment bags which would have no chance of going in the small frame checker.
