EBay Advice

Just looking for some advice/ideas on this one.
I've just checked my e-mail and I've got the following message in my inbox:

Dear sir, since I'm having big troubles with ****** and since I saw you sold something to him, I'd need to know his personal information, in order to contact him (he is not replying to my emails). I bought and paid an object from him, but he didn't send it to me. You should have his address and phone number, so I'd be grateful if you could help me. It's very important to me, since I'm a student and the money I paid is a lot for me. Thanks in advance and best regards.

The person who sent me the message is 43 rated, all positive.
The person he is asking for information on is 145 rated, all positive - however he has neither received or left any feedback since the beginning of the month, although that hardly means anything.

I've checked through my Paypal and I do have both an e-mail address and postal address for this guy - although they are dated back in July when I had dealings with him.
What would you do in this situation?
 
Agree with the above posters.

If the person that contacted you has a problem with a particular seller then he should follow the set eBay guidelines and lodge a complaint/dispute.

Besides, he could be lying and he may just want to go round to this sellers house and kick seven shades of *cough* out of him/her/it.
 
Tell him he can request the sellers infomation from ebay as long as he has had activity with the seller.
 
i'd send it - something i'd hope an ebay member would do if i was in the same situation.

How can you be sure it's for a legitimate reason?

How would you feel if you provided the information then something bad happened to the seller?

There are set rules and guidelines on eBay and they should be followed.

Actually, thinking about it, you are probably breaking the law by providing the information anyway.
 
Well that is just it - there are rules and regulations which by giving this information out I'd really be breaking.
I'm not sure about the data protection act as I expect both EBay/PayPal are signed up for this, however I'm not sure how that translates out to me.

I'm more tempted to not get involved, however at the same time if this is a legit request I'd kind of hope someone would do the same for me.
Saying that I'd certainly go the more legit route first and I'd be interested to hear why EBay didn't give him the details if he has gone down the correct complaints path.
