Left a geezer -ve feedback as he still hasn't shipped the item I won and paid for immediately (a month ago).

Did I do wrong?

He's just emailed to call me a "w" - can I report him to the authorities?

Report it to eBay/Paypal and let them sort it out.

you need to alert ebay/paypal, hopefully you can get your money back through paypal.

Presumably you did try and contact him and ask him about it, assuming you weren't already in contact, before giving the negative feedback? If not then you are at fault - it's not fair to assume the worst without checking up on it first (after all it could be lost in the post, etc) - but if he was simply being very slow or refusing to send it to you, or wasn't communicating at all in a month then you're completely justified as far as I would have thought.

Yep, do that. you'll need to open an item not received dispute and sort it out through that.

Sent him numerous emails - initially he responded with a fake promise.

After a month I decided I wasn't going to receive the item.

Paypal refunded a percentage of the item cost... I sent him -ve. Seemed the appropriate thing to do tbh.
