I'm in favor of this, although when buying I guess it was handy to be able to make a few offers and see if anyone accepted, but now you have to go one at a time, which could be a bit of a pain... but of course better for sellers.
You can still make offers to multiple sellers. Just that if they all decide to accept then you're committed to buying which is fair.
I've not had it "allocate funds" when you make an offer. It does take you to the payment page to confirm this will be paid via x if accepted, but I only get the notification when an offer is accepted and payment goes through.
The reasoning behind it makes sense but it stops you from using PayPal Credit and getting any cashback services through the purchase of the item, if it's accepted. Hopefully they're working on a fix for the PayPal Credit solution but can't see anything happening regarding the latter.
