I won an item on ebay I paid using paypal I then realised I selected the wrong delivery address I contacted the seller via email asking him to send the item to my work place he is refusing. Is there a way to change the delivery address after the payment transaction has been completed?

Can't say I blame him tbh. Ask him to refund, change the paypal address and pay again?

Why the hell is he refusing when he knows its you!?
Because as a seller you get absolutely no protection if you send to an unvarified address.
Time after time people come on here telling us how they have been "scammed".
As a seller as long as you always send to a verified address and use a trackable delivery system (like special delivery) then you will never have issues with people saying they didn't receive the item.
If they say this and you sent to "an address the buyer asked you to" you lose your money and the item.
