Thats right. It's better for ebay to have something sell and get final value fees, than to charge more listing fees and have the seller just give up at selling it.
 
They've also changed their fee structure recently so you pay less listing fees and more FVFs (Final Value Fee).

According to them: "We’re reducing the upfront risk of listing an item by reducing Insertion Fees by up to a third.

Instead, the majority of fees will now be payable as a Final Value Fee, only if and when an item sells, aligning your total fees much more closely to your selling success."

At least that's how they are justifying it, although like it has been said before it's usually only 10-20p to list something, so hardly enough to worry about!
 
yes the structure means you do pay more in the end I reckon but at least it doesn't cost lots of money up front. This is good for casual sellers.
 
I think that only applies when a buyer fails to pay, as that pretty much forces you to relist.

Er no actually. If you attempt to sell and item and it doesn't attract any bids or nobody does buy it now and you subsequently relist your item then if the item does sell on the 2nd attempt you will be refunded your listing fee for that 2nd listing. Therefore in this scenario you list twice but only end up paying once as you are refunded your money for the 2nd attempt.
