After Jules accident they throw a VSC as a minimum any time there’s Marshals or vehicles on track. And rightly so IMO.6 out of 10. Decent midfield battles kept it interesting.
It lost points because of the stupid need to VSC/SC every time a car parks off the side of the road. Russell's car was well out of the way on the inside of the corner. VSC wasn't needed there. Norris' car was cleared out of the way before the SC had got around even the first lap, yet we had to sit and waste another 4 racing laps while the pack catches up, then waiting on the RD to give the order to let lap cars pass, then waiting some more for them to get around to the back of the train. It was ridiculous.
In addition it meant every car bar 2 I believe, went on to the same tyres which negated any external performance differential of the cars. As a result they pretty much followed each other home from there. It killed the suspense of the last 20 minutes of the race.
I understood the vsc today. The safety car almost caused more problems than it solved. As it often has recently.
It does seem that Formula 1 is indeed becoming more like a "fixed" entertainment event - lots of safety cars, random penalties, etc., etc., etc.
Having said that, good to see Daniel on the Podium and VERY tough on Bottas.

Any time there are Marshals or a car beyond the barriers they’ll use one or the other. The drivers have shown they can’t be trusted with double waved yellows so they throw a VSC or put the Safety Car out so it takes the control out of the drivers hands.I agree.
But I don't see that either the VSC or the SC could be considered unnecessary.
