Correct, but would you say a DIY'er can be classed as a "competent person" in the electrical industry, and abide by what it says in the 17th edition regs? Nope :)

depends on the industry, domestic application a monkey in a waist coat could do it with little training or reading a book, Industrial maybe a ape.;)

there is nothing hard or magical about domestic application, hell all the wiring sizes now comes with with current rating. so the worst you have to do is use the power equation to work out current draw. but in 99% of applications 2.5mm for power circuits, 1.5mm for lighting and either 6,8 or 10mm for shower and cooker circuits.
 
And if in any doubt whatsoever and on a small scale, just over-spec. There is no downside to this other than marginal cost at a domestic scale.
 
If you fit any new boiler you have to notify building control or a gas engineer can sign off a boiler but they won't sign off a boiler if you've fitted it as that's illegal.

I guess the lad saying its easy knows how to do the relevant safety checks with the flue and gas supply. And also commissioning and fitting it properly to comply with the boilers guarantee.
 
Was talking to my mate just yesterday at work about how it's illegal or something to do your own home modifications if you are a tradesman. Conversation was more tailored around Electrician's though as I remember around 2003/2004 when the law came about and the sparkies at work were annoyed about it.

You could fit a boiler yourself and pipe it up but to be able to use the thing you'll have to have it signed off.

Instead of paying out for a college course see if you can volunteer some where that does the sort of work you are doing to DIY. Last year while on Jobseekers I got sent on a month of MWA and lucked out at getting a Maintenance gig at a Football ground instead of being stuck in a Charity shop. I learned new techniques, more importantly it gave practice, but the biggest + is that I was working with the guy who did the welding and plumbing who I learned a lot off.
