I'm currently using a satnav for my job. Sometimes it comes up short and I have to ask for directions. I have an Iphone4 which has maps on it but I believe it only works while I'm in range of my wireless home network. I have also used an ipad with the same restriction, it apparently needs a mobile dongle to work elsewhere.

I've seen an Ipad air advertised which I assume also has maps and has an optional mobile dongle built-in.

My question is: What is my best option including price, what I want to use it for and not necessarily made by Apple?:)

Google maps on your ip4 should work wherever there is enough signal, certainly not dependant on wifi, and give good, usable direction. I use it on my 4S all the time, to the point that the tom-tom tends to just stay in the glovebox.

Yes you will need a data connection to use Apple Maps or Google maps but this can be 3G/4G instead of Wifi, although I'm not sure how much data it would use.

You'll also need a GPS receiver. Your phone has one built-in already but the iPad only comes with GPS in its cellular variant, the Wifi only model omits this. You can tether an iPad to your phone for a data connection and this should also allow the phone to send GPS location data to the iPad as well although I've heard of people having mixed results with this.

Give it a try on your phone, either with Apple or Google Maps, it should work fine. If you're running iOS7 you can also track how much 3G data its using.
