Enable cookies on your browser? How?

Trying to access the following website:-

http://fireservice.heritage4.com/he...FF7BA9680600507CD67A17F4E&submit=View Library

But when I do, it just presents me with a white screen with the message "Please enable cookies on your browser".

How do I do that?.

Microsoft Internet Explorer 6.0+
Select "Internet Options" from the Tools menu.
Click on the "Privacy" tab.
Click the "Default" button (or manually slide the bar down to "Medium") under "Settings".
Click "OK".
