Have been out of the building loop for severel years now as spec shows, tried to encode video recently and came to the conclusion that it is time to bite the bulet and build a better machine, so here we go again spec please for a machine to encode video do a bit of photo editing and some vector drawing,
use what can reused from existing tower, around £200ish to spend, could go more but pennies bit tight at the mo

A quad would help but is a bit out of your price range :)
 
Drop the GPU, the mobo has integrated graphics = £25 saved :)

depends if he's only using it for the encoding, for the sake of £25 i'd bung in the gfx, unless he'd be happy with the integrated gfx and thinks he'd be able to save up some more money in a few months and get a proper one
 
Good call : I suppose if the OP has encoding software made for multi core cpus then that might be the way to go.
