Joking aside... i thought this was an issue years ago, but rules and conditions were put in place to combat it? I was under the impression that this had been working?

I believe a quota system was introduced which proved to be partly inneffective. Fishermen just continue to fish as before (although I believe cod levels are recovering as the market slowly adjusts) but just throw away some fish to fall within the quota again. Also the quotas themselves are very generous. The fishing industry needs to shrink and that can only happen by having the cost of fishing reflect the true cost to society. Quotas in theory would work, but I don't think they are the best solution, just one that appeased fishermen as they effectively gained the economic rent.

2048 does not sound like a realistic date to me. That's only 39 years away. "Seafood" encompasses a dizzying array of marine life, so it's difficult to believe that the seas and oceans be devoid of seafood by 2048.
 
Ha-Ha sensationalist lies. devoid of seafood in 39 years. Imagine an ocean without fish. Please, start using real facts and leave the emotion at the door.
 
There is plenty fish in the sea. The problems are created by bureaucrats making little empires for themselves.
Thats how you get ludicrous situations where fishermen have to throw dead fish back into the sea because they are "too small".
Its nothing to do with the size of the nets, it just happens that smaller fish swim along with the bigger fish.
