Enough is enough - Stuttering issues :(

These are my voltages - min is idle and the max values are after doing MSI Kombustor, any alarm bells ringing here or does this look normal?
to update, nothing new as yet. I am looking into PSU's possibly a Cosair 600w. I've noticed if i drag windows around my desktop there is even tearing there in one horizontal part of the screen!? strange.

Could you try a different gpu?
Also what settings are you playing in games where you see the stutter?
Are you sure its just not laggigng?

As I said in the OP, I tried a 5850 in the past and the stuttering was still there =(
Not lagging, I try dirt 2 in lowest possible settings and highest possible settings, the stutter remains..
I would try and find a youtube video or something to show the stutter/fluidity issue that I'm experiencing, but ironically because of the stuttering I dont know whether a video is stuttering at my end, or if the video is showing what im experiencing! lol

I don't think there is anything wrong with your system,,,more convinced you have a process hog of resources.
You could prove me wrong by priming your current rig.
Are you running or have installed Games for windows Live ?

So PSU only 480w, maybe you'll need more.. It should surfice tho under win 7.

Haha I see where your going with Windows live!! Horrendous isn't it! I've tried a few games, including ones without Windows live, and even other applications such as video and even the nvidia logo in the control panel stutters! I'm personally convinced its a refresh issue but obviously I can't prove that so who knows!! I'll have a look through my processes again
Yea I'll look into changing the PSU to a 600w or 650w this week then, I'm looking at Cosair ones, whats the difference between CX, GS, HX, AX etc?
Although I'm a bit wary of doing this because, with all due respect to the help and advice I've recieved, I've been told it was definitely the GFX card... Then once I changed it, no difference.. Then I was convinced it was definitely the HDD.. So I got the Spinpoint, no difference.. THEN last week I was told it was definitely, 100%, without a doubt because I only had 2gb of ram, so I got 8gb... And of course, no difference.. :/ lol If I had known it would lead to all this upgrading and expense I would have stayed on XP! Haha

Update - Using the nvidia control panel, I've been looking all around the options and the resolution and sync values are looking sinister to me. When I click in these options, even when editing the options in custom I cant seem to match the V and H syncs together to produce the same 'pixel clock' which the monitor itself wants to produce (and IS producing) at the same resolution. Why is this? I have windows 7 x64 drivers for both my monitor and graphics card... I'm not sure what else I can use to fix this?!

If I were you firstly I would get XP installed onto the old disk to make absolutely sure it isn't a hardware issue. If it doesn't stutter in XP then it probably isn't the PSU itself although you really should get a better PSU. Assuming it doesn't stutter I would install windows 7 onto that disk, don't connect it to the net and install the latest drivers for everything from a USB stick. Play a few games and see if it stutters. I experienced some issues when installing SP1 for Win 7 so these type of issues can creep in.

Haha yes its very annoying to say the least, considering the amount I've spent on hardware trying to sort the problem out! At least at this rate I'll be able to play stuff like BF3 quite nicely (well, apart from the stutter.. lol).

Well it's gotta be something else.
I would try my suggestion of reinstalling Win 7 without a net connection (so the OS doesn't try pull updates from the Internet, potentially introducing the conflict) and install all recent drivers for your hardware. You need to nail the point at which it is introduced. If you boot up a fresh install of Win 7 and it is stuttering then I really don't know what to suggest. There would seem to be fundamental conflict with a piece of your hardware and the OS.
Interesting suggestion from snaggster. If it's not a driver issue it will be something ridiculously obscure like that. I feel for you

Bear in mind Windows automatically installs its wddm drivers when you load up for the first time. Once you've reinstalled windows might be worth uninstalling the graphics card from the device manager, deleting the installed drivers, rebooting, running ccleaner and then reinstalling the graphics card. I would suggest not installing anything else hardwarewise or running updates or connecting to the internet - just do that and see if it works.
On the PSU front, my dad's work PC has been running a Hiper Type R 480W since I built it for him 8 or so years ago... It's true it doesn't get stressed much, but there you go. Corsair PSU's are all excellent afaik: you should be fine with the basic "CX's" unless you're planning massive hw upgrades... which it sounds like you're doing anyway

i don't have a wifi card or anything like that, i have a ps/2 keyboard and usb mouse. my mother board chipset drivers seem to have built in ati crap (my on board graphics card is an ati 4200), is that messing stuff up? how should i go about reformatting in order to prevent this driver pile up because it seems this may be cause?..

Right im getting sick of this now, tried hot pursuit and its a stuttering joke. I cant play games ive bought months ago which were smooth before. I feel stupid for buying things which have worsened my performance.
If i type wddm and search within my start menu, the file it comes up with is ATI related. WHY on earth has it installed and using ATI based files when im using a NVIDIA card? This goes from the bizarre to the ridiculous. Im this close to going back to XP. Utterly sick of it, I will not go back to 7 if I revert to XP after this, what an abomination of an OS. Pathetic.
