So recently I've been getting a lot of crashes on the pc - blue screens, slow start ups and in general strange performance in windows 7. Decided to run HDTune on the HD's and the drive with the w7 install on seems to be bringing back quite a few errors. Does this mean the HD is basically gone or can these be fixed?

You can't fix bad sectors but you can reallocate them.
How do I relocate them? I am assuming I could relocate them and then partition the drive so all the good sectors are together?

The drives' firmware will try to relocate them. Real problems start when the number of damaged sectors outnumber the sectors reserved for relocation. Increasing numbers of damaged sectors can also be the early warning signs that the drive is just borked
