EU formal greeting

So is it fluffing her hair slightly that's the problem? I mean, obviously it's a slightly odd thing to do but in reality isn't this a compete ******* none issue? Aren't there more pressing things to be worried about?

I suppose I should add some context here, I did once jokingly tousle a female friends hair.

Friend being the operative word. Generally a man you don't know and have given no encouragement to coming in close, face to face with you and playing with your hair - yes, that's creepy and invasive.

That’s understandable, and I totally agree, I’d NEVER do that, except with a niece, granddaughter, sister, sister-in-law or my wife, but my wife’s family, and all our friends know of my French connections.
At a party, wedding, or get together in a pub or bar, they know that I “faire le baiser”, (kiss on both cheeks), and will lean toward me, angling their head to the left.
I don’t make lip to cheek contact, I just gently touch their cheeks with mine, both sides, first their right, then their left.
With my sister, it’s two each side, with my wife, two each side, then lightly on the lips.
