EVGA PSU Eco Mode Fan Question

I'm pretty sure it's temperature controlled. Mine certainly doesn't start off running at full speed and I've got eco mode turned off.

Except for some of the cheap junk out there, I think most modern PSU fans are temp controlled.
 
Before you start the RMA, can you make sure the 24 Pin at the PSU and the mobo is fine? If there is any issue with the connectors or plug or it is not sitting 100% it could also cause this issue. Both corsair power supplies I've owned have had issues with hybrid fan modes. The RM850 would get hot to the touch before blasting the fan at 100% for a bit to cool down - it was rma'd successfully. I got a 2nd hand ax760 which does something similar though not as loud. Turning off the hybrid mode so the fan always spins (though at very low rpm) has stopped it from ever being audible.

Personally I can't see he point in hybrid mode unless used in a system where all the fans turn off at idle.
 
I tried the eco mode on mine when i first got it, it would just overheat then turn my pc off lol, took me hours before i figured out what was causing it.
