Excel struggle

I'm struggling with something in Excel, this file is an example of the problem I'm having trouble with - http://www.mediafire.com/?8bxmdbxmbtb

There are 2 worksheets, "Work" and "Data"

The idea is that "Data" contains all sorts of information that may or may not be displayed on "Work"

The second column of "Work" contains an IF formula to look up the info on "Data" compared to column 1 of "Work". If it appears on "Data", then column 2 info is displayed on "Work", but only if the info is on the same row of each worksheet.

A11 of "Work" is blank and therefore, as per the IF formula, "-" is displayed in B11. However, If I delete A11 altogether, therefore moving the contents of A12 up to A11, the formula falls apart. It only works if the contents of column A on either worksheet are on the same row.

That probably makes no sense but if anyone knows what I'm on about, I'd be very grateful for what is probably an obvious solution.

I'll upload the original Excel file if that'll make more sense, this one is just trying to illustrate a point.
