My Excel functions won't work between seperate files.

For example with two files open.

If I copy data and try to insert it in to a different excel file it will not work.

I can still paste the data from clipboard but I can't insert.

Any idea what option or setting this would be?

How are you trying to paste-insert the cells?

Different instances of Excel will do this. Try opening the second file from Excel rather than windows explorer. Does that solve it?
