Exchange Server 2000 - Blocking outgoing mail

We've had a strange request from one of our users that has got me a little stumped.
Before I go searching for an answer I thought I'd see if anybody knows the answer to this one.

Somebody high up has requested that nobody should be able to send e-mail to a particular domain name.
We should be able to receive e-mail from that domain as usual.
However if anybody attempts to send an e-mail to that particular domain the Exchange Server should refuse to deliver.

A quick bit of research indicates that by using Smart Hosts out to a Linux mail server it could do that - this is not a solution I'm looking for.
I want the Exchange Server to be able to make its own DNS lookup's and deliver outwards directly.

If this isn't a feature that can be done natively in Exchange 2000 can anybody think of a way of "breaking something" for the same result?
Can Exchange 2003 do it (as we will be moving to Exchange 2003 within the next fortnight)?
If Exchange cannot do it, can something be set in Outlook 2003 to achieve the same result, however just for that user rather than the whole organisation?

is there not a way of doing it by dns, perhaps create another zone on your dns server for there domain with dodgy mx records?
 
In exchange 2003 you can go into the global settings, message delivery, properties page and there are 2 tabs. One says sender filtering & the other says recipient filtering.

You can add domains and individual email addresses to each of these sections, sender filtering = block incomming mail from a person/domain, recipient = block messages sent to a domain/individual.

Not sure if you have them options in exchange 2000 & I dont claim to be any sort of expert mind you :)

There are in Exchange 2000 from memory, but the registry chaning isn't as well documented

Edit, although i don't personnaly like filters, have given me problems in the past

I've just checked under Exchange 2000 and indeed those Tabs/features exist.
I'll do some tests and then make it live.

Just hit the "Help" button on Recipient Filtering and there is the following Note:

Recipient Filter rules apply only to anonymous connections. Authenticated users and Exchange servers bypass these validations.

All my users (with the exception of a few) are Exchange server users and those few that aren't are still authenticated.
