Exe files causing problems

Seem to be having some weird problems on my new computer.

Basically I download any exe file, go to run it and the computer ticks over for almost 10minutes before it then decides to open it. The weird thing is that if i reboot the computer it works immediately and thereafter, its only between downloading it and re-booting the computer.

In terms of protection on the computer i only have windows firewall and Microsoft security essentials but disabling them doesn't seem to make any difference.

Anyone got any ideas what could be causing it?

Its a brand new computer with really good spec so it cant be down to hardware i dont think.
 
What does the eventlog say on the PC?

chances are it'll be shouting about the reason in there, usually driver, hardware or some daft OS file that's corrupt.
 
Had a quick look and there seems to be nothing but errors all over the place though none of it seemed to make a great deal of sense or jump out that it was to do with the problem.
 
Might have narrowed it down a bit.

If i right click the file and run as administrator it runs srtaight away, but if i double click it, it follows what was mentioned above.
