What I don't understand however is, if the Talking Clock was developed by the government, surely it should be free to government agencies.

a website to check the time? surely to check a website you need a computer - and every pc that i have used in the last ten years has had a clock in the bottom corner of the screen.

Or plan B - could somebody not have put a clock on the wall? or is that also too simple.

Though this is all retarded - IT failure on one hand but staff officers, civil servants etc.. just ignoring orders on the other hand. If its caused that much of an issue they should probably charge the worst offenders.

Which makes me believe that they were using it for pleasure instead of business and therefore the number should be blocked internally, or the money should be split between all the staff and take it out of their pay check.

Sure, you can check the time with Speaking Clock if you were out and about without a 3G signal. But alas, the MOD pen pushers can just check Microsoft Windows on their computer because it syncs with the world clock servers every day at least. How they managed to fill in a job application form that states "you must have excellent IT skills", get shortlisted and yet not know something as basic as Windows time, I fail to comprehend.

The talking clock is a precise system and has been used by the military for ages;

Technology has moved on, and it's been a while since the cold war.

The fact of the matter is nowadays there are far more reliable and efficient sources for time.

To think someone in the military would actually dial the speaking clock to get an accurate time check to mark a piece of information with is absurd.

I think someone's calling sex lines and covering it as 123. It's the only logical explanation
