My friend is looking to extend the wifi coverage of his restaurant, the router is the TP-Link TD-W9970 and it provides good signal at the front and middle of the restaurant but at the back, sometimes you can get 1 bar signal or nothing at all, will a Wifi extender solve the problem or something else for around £40?

You probably want repeaters, rather than extenders. Money no object, get a MESH network in like Google or Ubiquiti, otherwise a simple repeater (ideally same brand to avoid any proprietary annoyances in config) and you're away.
