External HD disappears after reboot

Bit of a strange problem, basically I have 2 (different) hitatchi external HDs:

Drive 1: Functions exactly like a normal drive in Windows, when I restart my PC it is accessible straight away. No problem.

Drive 2: I have to manually pull out the power cable and plug it back in for Windows to detect the drive. Problem.

Both drives are externally powered but they behave differently. I thought it might be some sort of power-saving feature but I trawled through the menus and couldn't find anything. It's strange because my older drive works fine and the newer one 'drops' so after switching my PC on I have to cycle the power on the drive.

I guess maybe it is some sort of power saving thing on the drive itself where it doesn't pay any attention to whether it is connected via USB or not, but it is pretty annoying.

Anyone seen this before or have any suggestions?
