Sometimes contacts are useful. I know a lad that sometimes appeared in a British sitcom because his best mate's mom used to do the makeup for the normal cast.
Bekieve it or not, it's un-pc to call people "extras" now... It's supposed to be "supporting artists".... PC gone mad if you ask me.
As said above, often it's a case of who you know, but agencies are useful your looking to get into acting. For example, some agencies just supply s.a's who are prison officers, police, etc.
Also, it depends on your age -They're filming the next series of skins right now, and almost the whole cast are teenagers, but something like Casualty or Eastenders often need s.a.'s who are sa little older.
