FAKE!

The front wing is too narrow, the rear wing is too wide, there are barge boards, and there are winglets on the side pods.

That or they put this years wheels on last years static display.

car is basically on full lock left, F2002 had this a round at the bottom steering wheel, and did have up until a year or 2 ago.

That looks to me like Bridgestones F1 car. They redo the livery and tires, they might well have two of them, I can't remember. They use them to show off First Stop dealers (like racing the 'old stig'). Sometimes it's used at road saftey campagins or to get people to stop off and get there tyre pressures checked.

They've been using it for at leat 3-4 years now.

Oh, if you do see it. Have a go in the sim (if it's there). Try to Beat my time of 1'20.4 at silverstone in the Ferrari. Sounds easy for sure... But its incredibly difficult to get that sort of time..
