Not really. If OP has patches of literal no hair, then nothing short of a transplant will sort it, especially in the 30's.

My advice would be to try styles where the hair does grow or speak to a barber and see what they recommend. It might just be that genetics haven't favoured your chin hair.

No, it doesn't: your hair grows at the same rate regardless. Most likely, people think that is does because the same amount of growth is more noticeable when you've got less hair to start with. About the only thing you can do to increase the rate is to get ill and have a temperature.

+1 for mustard.

Though personally I've found the small but frequent applications worked much better than long and liberal.

Every 30 minutes or so during the day. Apply a small amount but work it in quick vigorously then wash off with luke warm water. If you can do that for a good few hours during the day for 4-6 weeks. Perseverance is key to this really.

You can shave during the period but it's probably best to let it grow out. The longer the hair the more surface area there is to absorb the mustard with that increased absorption rate more will go to the follicles that require the stimulation therefore you'll hopefully get a good kickstart on those patchy areas.
 
Local meat head gym, ask the biggest guy in there if he wouldn't mind sticking his special sauce in you.

Big foot levels of beard growth guaranteed.
