Once everyone knows the camera is there, it's pointless. Even when they install those average speed cameras in villages (which cost millions btw), the locals can hammer it through the first camera and as long as they are turning off before the next it won't catch them. So they don't really work either. That and people tend to just vandalize speed cameras whenever they can (one outside where a friend used to live had a council guy out every week installing a new lens).
Just speeding isn't the issue, it's driving beyond your's or the car's ability or to fast for the road/conditions. So it's down to education.
