fallout 4 vRam question

Fallout 4 is an odd game in that the engine really suffers when pushed over 60hz. If you're running at more than that, either limit the framerate or turn on Vsync
 
Bethesda has been lazy in that it's been doing nothing but tweaking their engine since Oblivion, it need to be thrown out and built from scratch, it really doesn't scale in modern games anymore and the memory handling in the engine isn't optimal for modern handware
 
Think 90% of the frame rate drops are due to shadows.
Reducing your shadow draw distance you'll notice the drop in frame rate stop.

There is a mod that dynamically configures your shadows depending on where you're looking, which has seen improvements in frame rate but this was near the release of the game so modders may have a better solution now.
 
If you look using afterburner during the fps drops in the city, it is cpu load that spikes, so leads me to believe CPU is an issue here. Which is why lowering shadow distance helps here, because calculating shadows is CPU heavy.
