Some people use them to keep the spot in front of their house free despite not being disabled. What do you think about this?

Back when I lived in west Yorkshire there was a fat chavy mutant family who had 4 cars and thought it acceptable to dump them outside others houses, that annoys me more tbh.
Edit / sorted down here a space in the top of garden that I reserve with plant pots!! And a drive, plus if any are blocked the other 3 houses on the hill are blocked so doesn't happen

Tell them to remove it or you will ensure they need a real disabled parking sign due to the severe beating you will inflict upon them ;)

Report to council for parking in a disabled bay without a blue badge? If they came and fined them it would be hilarious :p

This. For bonus points make up an official sounding letter and send them a fine yourself. Maybe add a wheelclamp or two overnight!

How severe is this epilepsy?
Mostly under control and fine but she is not allowed to drive so she gets a disabled public transport discount. I thought disabled spaces were for physical disabilities only anyway so me & my non-physically disabled wife don't use them.

Why would the council issue a PCN to a vehicle parked in a fake disabled space?

Get a parking warden in front of what looks like a disabled space (official or not), and the lack of blue badge will get a ticket printed and pic taken faster than you can say "We promise we don't give our parking wardens ticket targets to meet each day" ;)
