What sort of pot are you planning on using?

Most potentiometers are rated at 1/4 watt or less so will burn out if you shove 0.3A at 12v through them (potentially almost 4 Watts of current).

The high wattage wire wound rheobus types are hellish expensive.

What you'd need is a transistor to drive your load and the potentiometer would set the amount of voltage the transistor would allow the fan to have.

There are several ways to make a fan controller and probably the easiest is to use a linear regulator. You could use a LM317T but would lose around 1.5 to 2v off your top speed voltage. The circuit for this is just a LM317T, a suitable potentiometer, 1 resistor and maybe a capacitor for luck.
