Fan for my conroe

My E6400 is overheating like a bitch, no idea why. I have 2 case fans running and the CPU fan is definately running but it idles at up to 70 degrees celsius.

The only conclusion I came up with is that the stock fan sucks. I want to buy a new fan for under £40, I dont really care about it being silent I just want to cool down my CPU
 
Heres what my rig looks like atm, any reason why it could be overheating?

cant put a finger on the case cooling issue it all looks fine perhaps get a Artic cooling freezer 7 pro
 
What are you using to record the temp? And is it at stock or overclocked? 70c at idle is nuts.
 
Im using speedfan, I doubt there is an error in the temp readings because it says the same in the bios.

Can having a low powered PSU affect fan speeds? I have a Seasonic 430W PSU
 
The CPU isnt overclocked, infact it is running slower than it should be at 1.6 Ghz, for some reason the multiplier is at x6 instead of x8. Dodgy CPU maybe?

Something's seriously wrong. I'd turn it off immediately and reseat the stock HSF with quality heatsink sauce. If that doesn't change anything, you might have a defective IHS. A bad IHS is rare but it does happen.

Well one of the pin things that connects the HS to the mobo seems to be stuck so I need to take the motherboard out to unstick it if I need to. All i did was take out the other 3 pins and reinsert them
 
try reinstalling the whole heatsink, clean cpu and heatsink apply a small amount of thermal interface like AS5 attach the heatsink on and jobs a gd'n hopefully

Indeed. You need to take it all out and clean it all thoroughly to get the old heatsink sauce off.
 
You say one of the HS pins are 'stuck'. Does that mean it hasn't gone through correctly? If thats the case you will have a badly mounted HS (uneven) and that will explain the high temps you have, also if speedstep is enabled it will auto downclock you cpu to conserve energy if I understand it correctly.

When I bought the CPU the HS had some stuff on the bottom I assumed was the sauce, I dont have any AS5 so ill have to buy some

I would rather buy a new cooler anyway, I was thinkin the Sythe Ninja, is that the best around?
