No. It's for PWN fans.
If it helps as an alternative you can definitely use Noctua cromax double fan splitters with any three pin fans with speed controlled by voltage. As long as both fans are 3 pin they still work great as well as 4 pin PWM ones do. Not sure if they do a three fan splitter though
Have 2 x pwm in one splitter, 2 x pwm in another and finally 2x DC three pin in another. All tuned for silence at idle using Argus fan monitor.

The EK PWM splitter does work with 3-pin or 4-pin PWM fans. Just don't mix them. Either use PWM, or 3-pin.
