my friend wants to place his whole pc on just a motherboard tray and then have gaint radiators and a good pump
would this work
keep in mind we are talking about everything at stock he just want silent pc
also he has ati 5830 doesnt appear to be any gpu blocks any advice

you can get passive radiators that work best with no fans - normal rads work much better with even the lowest of airflow - like 500rpm, will be as silent as you can get, the pump will always make a tiny bit of noise anyway and the more rads you have the bigger the pump you'll need

Yeah like andy said, you can go with big external rads that can passively cool well, but theres no need as ya want a bit of air flow over your drives and mobo anyway, i have my fans running at 585 rpm on my rads and you really struggle to hear them, the HDDs spinning completely drowns out the fan noise.

It works better if you mount the radiator horizontally. There's a big square 9x120mm radiator which is popular for this. You don't need a particularly good pump. The motherboard may need a gentle airflow over the heatsinks.
