? Faulty GA-Z87X-OC or GFX card - Please help :)

OK so here goes I will try to explain the issue as clear as I can.

Relatively new build
The Rig:
GA-Z87X-OC, 4770k @ 3.5Ghz, 16GB (2x8GB) G.Skill 2133, 256 Samsung 840 Pro SSD, Asus Matrix 280X PE, Antec 750w HCG, Corsair Hydro H105, and Windows 8.1 64 Bit. Running at stock (did slowly OC the rig to 4.2Ghz but this issue kept popping up so back to stock).

The Issue:
Occasionally it will boot really slowly, and rarely it just wont post but will boot with a cycle - off/on. Used to have a 3TB HDD which caused super long load times when booting off the SSD but that drive has been moved to a media PC.
The secondary issue is on cold or warm boots - and at random when I get to the desktop and then load any game my FPS drops to 3 FPS when I usually get 70-73 FPS happens in all games and the only way to fix it is to reboot until the issue is gone - sometimes takes 1-3 boots. The comp then runs perfectly. If I get a slow boot I know I'm going to get low frames, sometimes it seems like it boots fast then

Basic Tests:
-Complete system reset and re-install

-Tried checking CPU parameters with OCCT and comparing the values between normal boot and a low FPS issue - No obvious changes in values.

-Tried checking GPU parameters with GPU Tweak and MSI Kombustor comparing the values between normal boot and a low FPS issue - No obvious changes in values.

-Ram values remain the same, swapped ram around no changes

All the voltages look very similar if not identical so I am not sure what else to do. I may have to run the GFX in the other PC and see if its the GFX card or stick an old gfx card in and see what happens. I'm thinking its the mobo or the gfx card. I am really busy with work ATM plus trying to sort other stuff out thought I would ask to get some direction in how to best troubleshoot this issue.

So does anyone have any suggestions? is there any software that can track all the hardware settings and values and log dump it without having to run 5 or more separate software and try and get the to log dump. If there is something that can track voltages and clock settings/timings (I have lost track of the countless software apps I have tried to try and troubleshoot this issue. This is the only issue I have, when its running well I don't have any problems.

Anyway if you need further info just ask... Oh and I did replace the PSU had a old corsair 650 HX and thought maybe it was a power issue but the new PSU didn't solve anything. Any help is much appreciated :)

Add more voltage to CPU imc, CPU vcore etc, possibly GPU (only a bit!) to perhaps solve any instabilities. Run memtest86 for a few cycles also
 
Can't really offer any help, but your slow boot/fast boot thing sounds a bit like my gigabyte z97.

Ver occasionally it will boot super quick (hardly long enough to see either loading or login screens) , but most times it can take a minute or more.
 
Shivy011: I have tried bumping the vcore up a tad as I had to to originally O/C to 4.2, I can try the GPU shouldn't need any extra but will try it to see if that helps any.

Eyetrip: Yeah sometimes I can boot in like approx 8-10 secs and long boot is like 30-60, I did read ....somewhere that sometimes its when the memory has to "Sync" on boot

Ah I also forgot to mention ....lol when I first put the rig together checking the settings I boot in to windows and was going through the ASUS tweak app pressed the "burn" mode button and I was stuck in a non successful boot loop green or red screen I had to go into safe mode and delete GPU tweak to stop it trying to do a "burn" cycle, which is from what I can make out tries to auto clock up the card to find max OC ?? failed miserably and have not pressed it since just wondering it that may have damaged the card.
