In theory SATA II is totally backwards compatible and most SATA II hard drives are pre-set as being limited to SATA transfer speeds unless you enable them to being SATA II, however I believe there have been some problems in certain cases but it is rare.

Yes, you can use SATA or SATA II and IDE together, just remember to set the boot order correctly in the bios.
