FF3 Cache Issue

I got a problem with FireFox which happened suddenly when I had Firefox 2 installed before. The cache is never accessed, and all graphics on a page are reloaded when I re-visit, it never used to do this and I didn't change anything.

Here are my settings from about:config:

I have tried clearing private data, and numerous other things which I can't remember at the moment.

Thanks for the fast reply. But I don't think it has worked, images are still reloading when I visit previous pages. (I see the alt text before the image every time)

Also I use browser.startup.homepage 3 and before this issue occured all the open tabs pages wouldn't reload when I opened Firefox, however they do because of this issue. And I have previously tried uninstalling Firefox, cleaning with ccleaner and reinstalling however I got the same problem.
 
When you reinstalled did you delete the files from %appdata%\Mozilla? (put %appdata%\Mozilla into run to look at them).

If you don't delete that folder when reinstalling then nothing will change, the files under C:\Program Files (x86)\Mozilla Firefox never change.

Yes I deleted all of that after backing up bookmarks etc. I also tried after reinstalling and getting the same issue some instructions on a mozilla site which said how to create a new profile, but that didn't help either.
 
Ok I have reinstalled using that, so I will see how it goes from here (hard to tell straight away). But I don't like the way it remembered the settings for browser.cache.* from above exactly. E.g. 50000
 
If you tried a new profile and it was the same, it's probably not an issue with Firefox itself.

The settings for browser.cache etc will be the same because they're stored in your profile. That's why reinstalling Firefox is virtually pointless.
 
You won't have to reimport it. Firefox will automatically pick it up if it's there.

You deleted %APPDATA%\Mozilla\Firefox?
