It's relevant. Scale matters, to some extent. It's why, for example, if I find £1 on the pavement I put it in my pocket and if I find £100 on the pavement I make a reasonable attempt to find the rightful owner. Probably nothing more than handing it in to a police station, but the point is that my response is different.
You're missing the point. It wasn't the fact he underpaid, it was the fact he used deception and then strung a web of lies to cover up his planned 'theft'. For the benefit of the camera he is seen paying but like when I used to fiddle bus fare, he only put 2 five pence pieces in. He, with intent, used deception to steel and then lied.
