You can get boxes for joining armored electrical cable underground. You might be able to find something that would accept pond/garden hose diameter, but it's gong to be expensive.

Failing that, I would just use a high quality sealable tupperware box and carefully cut three holes in it using a hole saw. It won't be water tight, but it should keep it clean'ish. You might even be able to find some grommets if you have decent local hardware shop.

They won't be water proof, but will keep things clean and are designed for direct burial.

My uncle buried one of his old box filter enclosures just took the filter out and put his valves in there.

What about a "buried valve box". Will give you a flush cover similar to a plastic drain cover with the valve underneath. Plenty of shapes / sizes and is designed to do the job.

You also pay for that quality. They're not cheap
