There's been a fire at a Russian mall:

President Vladimir Putin arrived in Kemerovo earlier and blamed "criminal negligence" for Sunday's blaze.

Relatives say as many as 85 people are still missing, most of them children, according to Interfax news agency.

Investigators say the fire alarm was switched off and exits were blocked.

Some 300 people rallied outside the local government headquarters on Tuesday, demanding that officials be sacked over the fire safety shortcomings.

so let me get this right, The fire alarm warning system went off as intended and instead of taking notice of it, they just turned it off.
So many levels of incompetence...

It's Russia, what do you expect? Half the population is still grappling with the concept of electricity.
 
Shocking health and safety at Russian mall leads to deaths.

It's awful of course, but not surprising.

Blocked exits and some numpty turned off the alarm, that's an almost funny level of incompetence.
 
Reported that many children have been killed as they were in the cinema.

Irrespective of the why, it's quite heartbreaking.

Isn't just Russia - people are incredibly complacent the world over towards health and safety unless rigorously enforced. Its been quite a pain in most jobs where I have been in a position of responsibility - even when you bring people up on it they'll often go back to lazy/complacent practices a week or so later.

Yeah, but Russia is notorious for this sort of thing.

You never think things like this will happen until they do. I hope this isn't a boy who cried wolf situation with the alarm. Always going off with false alarms so just ignored again in this case. A broken alarm is more dangerous than no alarm.

Alarm fatigue. It's why burglar alarms are nigh on useless.
 
Seems Russia is covering it up (Failing miserably), NDA's and such for seeing the bodies. Doesn't really matter, when you've lost literally you're entire family, you won't care what the Russian government can do to you... as it's negligence has already done it's worst.

Hopefully this spurs the Russians into a true outcry, with diplomats on the way home with little to do and families completely destroyed, Putin is creating even more enemies than i think he can reasonably deal with.

The blocked exits were perhaps more to do with the teachers wanting to keep the children in control/safe, awkwardly, it's about the only reason they're dead.
