Wasnt gears of War an 18? and NGS is a 15, maybe thats why there is a difference between the gore on those games. I guess it depends on if NG2 is going for a 15 or an 18 rating or whatever the ESRB equivalent is !

Might be that the decapitations were removed for all of Europe (due to countries like Germany) before it was even submitted for a rating hence it received a 15 that would be my guess. Doubt the BBFC would have told them to remove it if it had even been in there when it was being rated. (My theory anyway)
There is a BIG difference between shooting Aliens with Guns/Grenade Launchers and the decaptitation of other humans with scythes, swords and claws. As I've mentioned before all this stuff maybe removed before it even is rated thanks to countries like Germany banning anything and everything that has even a drop of blood in it. I doubt the BBFC would tell them to remove it to be honest. They just MIGHT do it to save the hassle of doing it later, which I THINK was the case with Ninja Gaiden Sigma.
I honestly dont see why you are arguing about it when I only said its a possibility it could happen

Never played the first one, this looks very nice though.
God looking at those screens you just know people are going to kick up a fuss about thisSigma on the PS3 (UK version) had decapitations removed, I can almost guarantee this will have the same problem. Worst thing is 360 is region locked, so we cant import from the US.
All of Team Ninja's games so far have been Region Free.

I got my chronology mixed up. I'm thinking of the NES version, which came out after the arcade original (which, as WP will tell you, was a beat 'em up - though I've not played it). More recent, but even more old-school!
Yes, BUT - this one is being published by Microsoft. So it may be different. Saying that, I believe Blue Dragon was region free, and that was first party.
