Could still be a issue with some pins not making proper contact with the cpu thus only one of the memory channels is operating.

If this was the case, it would still be a faulty motherboard if pins were to fault?

But then they could just argue its been fitted incorrectly or something else.

Try the stock cooler and see if that helps (the pushpins will put less strain on the pcb

Thank you for the suggestion of using stock cooler. For a build I was doing today, this solved a problem similar to what the OP posted.
