Fish help??

Hi guys, just a question regarding one of my fish, people on here have usually been able to help quite well when i had a fin tail with a swim bladder problem.

Anyway, recently I have got a new tank, this one is now 25l and contains 4 medium sized fish (about 3-7 cm in length) and 5 small minnows (2cm), now I noticed recently one of the fish in there (they are all new by the way) started to get white spoth on it and now seems quite lifeless compared to the rest, I have just cleaned the tank out so the water is nice and oxygenated, ive also noticed that its rear fin is breaking up a bit at the end and also the "steering" fins? The type of fish in question doesnt have a dorsal fin anyway.

Just wondered if anyone had any ideas and possible treatment methods?

OK thanks for your help. I will go and have a look at whats on offer at the shop. I have a small 10l tank spare somewhere.
 
When you say you cleaned the tank out do you mean you removed all the water? You should only be doing partial water changes. Also is this tank cycled?

by cycled I assume you mean does it have a water filter and pump system? If so then yes it does. I also have an air pump to keep the water well oxygenated.

yes I did a complete water change, I always have? I didnt realise this was a problem?
