Fly Tipping in a council house

There's a neighbour who's in council house accommodation and they've dumped half the house out on their front driveway. It's causing rats to appear as well as the look of the area. They've got cars so can't understand why they don't take it to the tip.

Can you just report fly tipping or have to contact specific council?

Of course, but I couldn't get to it from all the junk outside. I'm sure the rats leave enough in their area

I've been tip several times since this pile started accumulating. I dont even own a car. These lazy toads have 3 between them so there's just no excuse.

It's been there weeks not days. There's all sorts in there, black bin liners etc.
