Folder options - Folder views

Why hasn't this been fixed yet? I prefer my folder layout to be View/Details, Group by/Type and Sort by/type.

I do the usual Organise > Folder and search options > View > Apply to all folders but it never works, am I being stupid and missing something obvious?

Had this problem on XP/Vista and now Windows 7.
