whats the best way too format an Hard drive ?

If you're installing an OS then do it during the install, if you're adding a disk then do it via Disk Management.

Iam selling my old pc and iam looking too format the hard drive so everthing is gone.but dont know how?

Download a utility called killdisk in that case, create floppy, boot up off the floppy and then use it to wipe the HD, I normally run it a few times just to be safe.
