formatting a ps3 hard drive

have a old hard drive that i wanted to use in my pc thats from a broken ps3! plugged it in by sata but its impossible to get windows to format or even wipe the drive! i haven't been able to find a clear answer on google but are there any methods i can use to wipe the drive!
 
All i did with my 250Gb drive back in the day was use disk management and delete the partitions and recreate them, can't remember if i had to use command line diskpart but don't remember doing that.

If @Justintime's method doesn't work as well (which would be pretty odd if it doesn't), you could try with low level format (a.k.a. Write Zeros). Most HDD diagnostic tools support low level formatting. Note that this will wipe out everything and then you'd have to initialize, partition and format the drive as you would normally do with a brand new internal HDD.
