whats the best way for me to format the hard drive on my old pc?

A full format in Windows should be fine - after making sure the drive passes the full/advanced manufacturer's test.

He doesn't want to clean his drive, he wants to format the drive.

hi its a seagate barracuda but one of the older ones cetainly not the new one with perpendicular recording or what ever its called.

SeaTools should see you right for testing the drive.

my seagate barracuda failed the short test...should i be worried or is it nothing major?

Try the advanced test. But usually if a drive fails the short test, it's RMA time. But you've said it's an old drive, so it's likely to outside it's warranty.
