fps troubles help find the problem!

Pc spec
amd64 opteron185
2gb corsair ram
x1950pro
10000rpm HDD

Fresh install of windows, downloaded all the latest drivers for everything.

The problem
i like to play old games like half-life mods, i.e CS
Since i did the fresh install my fps is really bad!
if i look at a wall it will be 99fps, but as soon as there is more then 1 person on screen the PC instantly brings me down to 60fps, and once on a 32player server it brought me down to 16fps.
i know this should not happen.
my old setup with an amd3800+ and an x800pro could run CS flawlessly with about 100 smoke greandes on the floor.
when i upgraded things were better on more demanding games like TF2, but after the fresh install everything becomes slowed down and really annoying. thinking of reformating again, but just wondering if anyone else has any ideas.
oh, and when i boot up it tends not to load anything for a minute, then it suddenly loads everything in 1 go.
ive defragged too using a tool called o&odefrag version 10.0. i personally would have thought this pc could handle a simple game like cs1.6 even if it had all the problems in the world! but seemingly not :[
any suggestions? ive done all the usual stuff like getting rid of all background / systray apps etc. but i do also have a duel core and even when i had a single core it could do things perfectly fine on 1.6 with about a million applicaitons in the background. so as you can see i am a little concerned!
apps tend to load up a little laggy as well.
 
In cs have you done the heapsize command? it's doubtful but it may help. Also have you tried older drivers? my gfx card don't work with new drivers (loses signal on monitor :rolleyes:)

sorry i havent read all your post but i did see the letters cs there.....online shooters like cs rtcw q3 css....are more cpu dependent.
the more players the more cpu power needed....graphic detail you could easily lower to compensate for a weak graphics card(not that yours isnt capable) but for cpu there isnt much you can do....tweaking helps a little but really the more powerful cpu the better....also try different drivers for your graphics card even though the game is cpu dependant it makes a difference.
try ngo/tweaksrus drivers to see if they help...also cs is an old game so older drivers will probably work better.

another thing ...make sure you have your motherboard drivers installed as they can totally screw up your fps if they are missing.
 
also like the guy has asked are you using vista or xp ? vista is a bit better now for nvidia cards with the latest drivers but not sure about ati cards.......vista almost halved my fps in css.
 
yeah, im using xp pro. thing is, that even on a 32 player server i remeber cs running fine on an amd 1.3ghz.
i was thinking of the motherboard drivers. unfortunately i lost my motherboard cd. so i downloaded the drivers from the asus web-site, but a lot of the drivers say they are for xp when the are infact actually for win64. im not sure if i installed them all. and these all seem for specific devices like sound / network. not the actual mobo itsself. does anyone know if there is a driver for the asus a8v deluxe that is just for the mobo? coz i cant find 1 :[
